Three starters held out but expected to play

JACKSONVILLE, Fla. -- Jacksonville Jaguars receiver Cecil Shorts, guard Will Rackley, and defensive tackle Roy Miller were held out of Thursday's practice, but all are expected to play against Tennessee on Sunday, head coach Gus Bradley said.

Shorts, the Jaguars' leading receiver (46 catches for 565 yards), is battling a groin injury. He practiced on a limited basis on Wednesday.

Bradley said Rackley, who left the Oct. 27 San Francisco game with a concussion, developed a headache earlier today and was held out because he's still in the NFL's concussion program. Rackley, who has started every game this season after missing all of 2012 with an ankle injury, also battled a knee injury earlier in the season.

Miller (shoulder) also practiced on a limited basis on Wednesday. Reserve receiver Stephen Miller (Achilles) also did not practice Thursday.
