LIVE Transfer Talk: Arsenal see bid for Atletico Madrid's Thomas knocked back

The coronavirus pandemic has made the transfer market uncertain -- and you can find out when the windows open here -- but here are the rumours floating around Europe's big leagues and beyond.

TOP STORY: Arsenal's second Partey bid rejected

The Guardian is reporting that Arsenal's second bid for Atletico Madrid midfielder Thomas Partey has been rejected.

Around two weeks ago, the Gunners saw an offer of €25 million plus an unknown player turned down, before the club came back with the same deal -- only this time, it included controversial Frenchman Matteo Guendouzi.

At this stage in proceedings Atletico aren't willing to sell Partey for anything less than his €50m release clause, which will almost certainly force manager Mikel Arteta to consider whether or not he's worth that kind of money.

23.00 BST: That will do it for the latest edition of our LIVE Transfer Talk blog. We hoped you enjoyed following along with us and remind you to check back shortly for the latest transfer rumours, reports and completed deals. Goodnight!

22.47 BST: Man United's No. 1 target is Jadon Sancho but the England youngster might not be the only high-profile arrival at Old Trafford.

French outlet Foot Mercato writes that United are "dreaming" of Lazio midfield ace Sergej Milinkovic-Savic, who the report adds could depart Rome this summer. The 25-year-old Serb was linked with United last year but ended up staying put at Lazio. This season he has rediscovered his best form -- eight goals and eight assists -- and with United back in the Champions League, they, alongside PSG, Juventus, Tottenham and Chelsea are all monitoring the status of the versatile midfielder.

Could United find a way to fit Milinkovic-Savic, Bruno Fernandes and Paul Pogba all in the same midfield? We are a little skeptical...

22.16 BST: Leeds have been linked with star Uruguayan striker Edinson Cavani but could one of his countrymen be a more realist target for the newly-promoted side?

90mins has learned that Marcelo Bielsa and Co. are considering Girona veteran Cristhian Stuani as an option to their strike conundrum. The 33-year-old, who has scored 70 goals in 103 appearances over the past three seasons with Girona, previously played in England with Middlesbrough (2015-17) and would likely be on the move if Girona don't earn promotion to La Liga through the play-off.

Current Leeds director Victor Orta was the man who signed Stuani for Boro in 2015, while Gent youngster Jonathan David has also been listed as an option.

21.45 BST: After 10 years at the Etihad, David Silva said goodbye to Manchester City at the weekend but what is next for El Mago?

Widely tipped for a move to the Middle East with Xavi's Qatari side Al Sadd and Dubai sides Shabab Al-Ahli and Al-Nasr all mentioned, Spanish newspaper AS is now reporting that Lazio are in conversations with the 34-year-old playmaker. The report adds that talks are progressing and that early signs point to the two sides being able to come to an agreement.

Lazio have already clinched Champions League qualification for next season and would welcome the Spain veteran, who accounted for 140 assists and 77 goals in over 400 games for City. Silva has also publicly said that MLS and playing for his hometown Las Palmas are two things that interest him before he hangs up his boots.

21.02 BST: League Two's Cambridge United have signed former Norwich and Republic of Ireland playmaker Wes Hoolahan.

Now 36, 'Wessi' as he is affectionately known by Irish supporters, played last for the A-League's Newcastle Jets. Known for his delivery, particularly from set pieces, Hoolahan has previously played for Blackpool, Norwich and West Brom in England, making over 350 appearances with the Canaries.

Capped 43 times by Ireland, Hoolahan scored against Sweden and famously assisted on Robbie Brady's late winner against Italy at Euro 2016.

20.14 BST: Inter Milan to offer Man United Ivan Perisic for Alexis Sanchez?

The Italian club are desperate to hold onto the revitalised Chilean, who has rebounded with four goals and nine assists in 20 league appearances since arriving on loan in August. According to reports in Italy, Inter are willing to offer £18m for Alexis but are also open to including the 31-year-old Perisic, who spent this season on loan at German champions Bayern Munich and has been linked with Man United repeatedly over the past few seasons.

With both players valued at around £20m, could a straight swap be the easiest path top getting a deal done?

19.38 BST: Aston Villa miraculously stayed up, just, but squad reinforcements are badly needed.

One player Villa are targeting is 22-year-old QPR star Eberechi Eze, according to the Guardian. The £20 million-rated attacking midfielder was one of the Championship's best players this past season, banging in 14 goals and laying on another eight assists.

Eze will face plenty of competition for the England Under-21 international, though, with West Ham, Newcastle, Crystal Palace and newly-promoted West Brom all listed as potential suitors for the skillful midfielder. The youngster has just one year remaining on his contract at Loftus Road but QPR have been adamant that they will not sell him for less than their £20m valuation.

18.55 BST: Tottenham are currently working on loan deals for youngsters Oliver Skipp and Troy Parrott, according to the Evening Standard.

Fulham are reportedly leading the race for the 19-year-old defensive midfielder Skipp, while Millwall are the favourites for Ireland Under-21 star Parrott. Both players are tipped to major pieces of Tottenham's future, Skipp having played 23 times for Spurs' first team, while Parrott, 18, has appeared four times since debuting last September.

18.07 BST: Honduras and Houston Dynamo winger Alberth Elis has quietly become one of the most dangerous attackers in MLS, leading many to speculate he could soon be bound for Europe.

The 24-year-old has directly factored in on 58 goals in 97 games since joining the Dynamo and is now being recruited to Celtic by one of his international teammates, Emilio Izagguire.

"Alberth is a very good friend of mine and I spoke with him about Celtic," the defender told Herald and Times Sport. "He's a very good, fast player. He's very fast and strong and he's good in the air. He's played a lot of football and is good on the ball.

"A lot of players in Honduras would like to play for Celtic because it's a big opportunity to play in Europe and play for trophies. Celtic is a big club, the biggest in Scotland."

The 34-year-old Izagguire played for Celtic from 2010-2017 and again in 2018-19, winning seven Scottish Premier League titles, three Scottish Cups, two Scottish League Cups and the Scottish Premier League Player of the Year award in 2010-11.

17.19 BST: Dean Henderson, who has starred the last two seasons at Sheffield United, wants guarantees from Manchester United about his future but what if they don't come?

The Mirror suggests that if United continue with David De Gea as their No. 1, Chelsea could swoop for the 23-year-old shot-stopper. The outlet writes that Chelsea could land Henderson by paying United a £55 million fee and offering the goalkeeper a bumper £170,000-a-week bumper contract.

Frank Lampard and Chelsea's lack of trust in current Blues goalkeeper Kepa Arrizabalaga is no secret, and after a standout debut season in the Premier League, Henderson would seem to be a considerable upgrade.

16.30 BST: Gremio midfielder Diego Rosa is reportedly closing on a move to Manchester City.

Rosa, 17, had a medical in Rio de Janeiro on Monday, which was passed, and Zero Hora says that the player will now sign his five-year contract.

However, Rosa won't move to England immediately as City have to wait until he turns 18 in October, so the Brazil U17 international will be loaned to Belgian club Lommel SK for six months.

City will pay an initial fee of £4.5m, but apparently that could rise to around £21m in add-ons.

15.33 BST: Rennes midfielder Eduardo Camavinga is weighing up offers from PSG and Bayern Munich this summer, but Real Madrid want him to wait a year before they sign him.

Camavinga, 17, is one of Europe's hottest young players and AS reports that he has plenty of offers on the table. But will he decide that he can wait until Real can make their move?

15.05 BST: Manchester United want to sign Aston Villa midfielder Jack Grealish, but their £80m valuation is proving a problem.

The Sun reports that Grealish is growing concerned that he might not get his big move after helping keep Villa in the Premier League this season.

The 24-year-old won't be allowed to depart for less than £80m but United won't be offering anywhere near that.

14.32 BST: Chelsea are closing on a £90m move for Bayern Leverkusen midfielder Kai Havertz.

13.55 BST: Southampton midfielder Pierre-Emile Hojbjerg wants to join Tottenham, says Sky Sports.

Hojbjerg, 24, is valued at £25m, with Spurs offering £15m for the Denmark midfielder so far. Another bid which will include full-back Kyle Walker-Peters as part of the deal is expected.

Everton are also reported to be keen on Hojbjerg and have offered a deal rising to £19m so far.

13.17 BST: Valencia winger Ferran Torres tops Manchester City's summer wanted list, sources have told ESPN's Rob Dawson.

Torres is keen on a move to the Etihad Stadium and Valencia are resigned to losing the 20-year-old, who has entered the final year of his contract.

The Spain under-21 winger is valued at around £40m and sources close to the player expect a decision on his future to be made this month.

13.02 BST: Catalan newspaper SPORT reports that the chase for Philippe Coutinho is heating up following the conclusion of the Premier League season.

Barcelona are keen to move the Brazilian on and his agent, Kia Joorabchian, has admitted the 29-year-old would like to return to England one day.

SPORT claims Arsenal, Tottenham and Leicester City are all in the running to land Coutinho. Barca would prefer to sell the former Liverpool man -- even if that means taking a big hit on the €160m they spent on him -- but may have to accept a loan deal with an option to buy next summer in order to shift him from the wage bill for another season.

Coutinho is currently on loan at Bayern Munich, where he will remain for the duration of the German club's Champions League campaign. A source close to the player told ESPN's Sam Marsden and Moises Llorens that that is his only focus for now, with "no major advances" in terms of finding a new home for next season.

12.35 BST: Kepa doesn't have a future at Chelsea, does he?

12.24 BST: Mallorca youngster Luka Romero has said he does not like being compared to Barcelona star Lionel Messi as he looks to make his own name in football.

Romero, 15, made headlines in June when he became the youngest player to ever play in La Liga after coming off the bench for the final 10 minutes of Mallorca's 2-0 defeat to Real Madrid.

Romero started out playing for the academy at Spanish side Formentera before moving to Mallorca, who were relegated from La Liga last weekend. He has courted interest from Barca and Madrid in the past.

When he was just seven, he excelled in a trial with Barca but the Catalan club were unable to sign him because he was too young to live alone in La Masia at the time.

12.03 BST: Barcelona are tracking Villarreal centre-back Pau Torres, according to a report in SPORT.

Torres, 23, has had an outstanding season in La Liga, with his performances rewarded with a Spain cap last November, when he scored in the 7-0 rout of Malta.

Barca are in the market for a new defender as they look to find a long-term successor for Gerard Pique, who will turn 34 next season. Sources told ESPN's Sam Marsden and Moises Llorens in June that Manchester City's Eric Garcia is a target, but Torres could emerge as an alternative option if Garcia ends up extending his contract, which expires in 2021, with City.

Torres' terms run until 2024 at Villarreal and feature a €50m release clause. However, with the coronavirus pandemic hitting Barca's finances, they're unlikely to be able to spend that much this summer.

11.30 BST: Atletico Madrid president Enrique Cerezo expects reported Chelsea target Jan Oblak to remain at the club next season.

Diario AS recently reported that Chelsea are prepared to offer €100m to acquire the goalkeeper, who is a top priority for coach Frank Lampard this summer after deciding to drop Kepa Arrizabalaga.

"It's not strange that he has offers from other great teams as Atletico is," Cerezo told Marca. "Oblak has a contract, he is an Atletico player, full stop. Oblak is a magnificent player and in his position, there is undoubtedly no one that surpasses him right now. He is the best goalkeeper in the world."

Oblak, 27, is in his sixth season at Atletico and conceded 26 goals in 36 league games for Atletico this season. The Slovenia international finished second behind Real Madrid's Thibaut Courtois as the goalkeeper who conceded the fewest times in La Liga.

"I respect (Thibaut) Courtois, he is another great goalkeeper that is around and fortunately, the two of them have worn our jersey and with the two of them we have been won trophies," Cerezo said. "Speaking as a fan, for me Oblak is the best goalkeeper in the world."

Oblak signed a new contract with Atletico last year that expires in June 2023 and his release clause increased from €100m to €120m.

11.01 BST: Man United boss Ole Gunnar Solksjaer got his side into the Champions League. But is that good enough?

10.47 BST: With debts already nearing €200m ahead of the coronavirus pandemic, Schalke are reportedly hoping to offload one of their key players, United States international Weston McKennie, in the transfer market to raise funds says Bild.

The 21-year-old midfielder wants to move into the No. 8 position after being used around the field over the past few season. And he is open to leaving the club, sources told ESPN's Stephan Uerseld earlier this month.

While Hertha Berlin are keen, McKennie reportedly prefers a transfer to the Premier League where the likes of Southampton, Tottenham and Liverpool are considering making a move.

Schalke may also move on Turkey defender Ozan Kobak. The 20-year-old only joined from VfB Stuttgart last summer and could depart, with reports in Germany linking him with Liverpool.

Finally, Bild says that Morocco midfielder Amit Harit has been put on the transfer market after a drop in form after he signed a new contract back in late 2019.

10.22 BST: Does this mean that Zlatan Ibrahimovic is staying at AC Milan next season?

10.00 BST: U.S. youth international Sebastian Soto has completed his move to English Championship side Norwich City, the club announced on Tuesday.

Soto arrives on a free transfer, signing a three-year deal plus an option of another year after his contract with 2.Bundesliga side Hannover 96 expired. As Soto's application for a work permit was denied, he'll be forced to go out on loan for the first year of the deal, with a move to Dutch Eerste Divisie side Telstar among the possibilities.

09.52 BST: Tottenham defender Juan Foyth has ruled out a return to Argentina amid reports that Boca Juniors are interested in his services.

Foyth, 22, has made seven appearances in all competitions for Spurs this season and the London outfit are reportedly looking to offload him in this transfer window.

A move to Boca would guarantee the Argentina international more playing time. However, Foyth told TyC Sports: "My agents haven't said anything regarding Boca's interest. But the press have asked me but I told them that my first option is to remain in Europe. I have no intention of returning to Argentina. Right now the best thing is for me to continue in Europe. This is what I want and what the club (Spurs) is probably going to look for, whether it's by selling or a loan deal. The best for my future is to remain here [in Europe] and seek continuity because the dream of every player is to be in Europe."

Foyth joined Spurs in the summer of 2017 from Estudiantes and is contracted through June 2022.

09.35 BST: Sevilla have reached an agreement to loan Rony Lopes to Nice, according to reports. Marca says that Nice will have an option, not an obligation, to sign the Portuguese winger next summer for €20m.

Lopes, 24, made just 14 appearances since arriving at Sevilla last summer in a reported €20m deal from Monaco. He had previously spent two great seasons at Monaco where he had scored a total of 21 goals and set up 14 more. The former Manchester City player is tied to Sevilla until June 2024.

09.11 BST: ICYMI - Chelsea are stepping up their pursuit of Bayer Leverkusen midfielder Kai Havertz with the two clubs now in negotiations over the German club's €90m asking price, sources have told ESPN's James Olley.

Havertz wants to move to Stamford Bridge and has indicated through his intermediaries that personal terms will not be an issue. However, the two clubs are yet to agree a fee with Leverkusen sticking to their valuation of the 21-year-old despite the player's desire to leave.

08.51 BST: Napoli are set to announce the signing of Lille forward Victor Osimhen on Tuesday, Sky Italia reports.

Napoli have reportedly agreed to pay Lille an initial €50m to acquire the highly rated Nigeria international, who will sign a five-year contract.

Osimhen, 21, attracted the attention of top European clubs after scoring 18 goals in 38 appearances in all competitions in 2019-20.

08.24 BST: Leicester City will struggle to keep hold of left-back Ben Chilwell following their failure to qualify for the Champions League with Chelsea and Manchester United both interested in the England international, according to The Sun.

Chiwell, 23, was forced to watch from the sidelines through injury as Leicester's poor form in the run-in saw them relinquish their place in the top four on the final day of the season.

Now Chelsea and United, the two clubs who qualified for the Champions League ahead of them, are both circling in a bid to sign the £60m defender.

The Guardian reports that Chelsea do have other options, with Ajax defender Nicolas Tagliafico available for £22.4m.

08.00 BST: Arthur Melo and Barcelona are negotiating the midfielder's early release from the club following a lack of minutes since his transfer to Juventus was confirmed, sources have told ESPN's Sam Marsden and Moises Llorens.

The relationship between Arthur and Barca has soured in recent weeks to the point that he no longer wants to be involved in the club's Champions League campaign, which resumes against Napoli on Aug. 8.

Barca's players underwent the latest round of coronavirus testing on Monday ahead of Tuesday's return to training to plan for that last-16 second-leg game (they drew 1-1 in Italy). However, Arthur did not turn up and sources said that he doesn't want to be involved in the preparations and would prefer that his Camp Nou stay ended immediately.

Arthur, 23, did not feature in any of Barca's final six games after the Juve deal, which is worth a potential €82m, was announced on June 30.

PAPER TALK (by Harry Kettle)

Torres set for Manchester City?

Valencia sensation Ferran Torres is keen on the idea of joining Champions League contenders Manchester City, BBC Sport reports.

The hope from City and Pep Guardiola is that he could serve as the perfect replacement for the departed Leroy Sane, but because he still has a year left on his contract, the La Liga side want at least £40m if they are to agree to the sale.

While the core focus of their attention could easily be on bringing in defensive reinforcements in the next few months, that hasn't stopped the former Premier League champions from pursuing Torres.

Bayern Munich want Aarons

Bayern Munich are interested in making a move for Norwich City youngster Max Aarons, Sky Sport Austria reports.

The 20-year-old full-back is considered to be one of the shining lights of an otherwise dreadful season for the relegated Canaries, and now, Bayern could look to give his blossoming career a huge injection of life.

Arsenal and Tottenham Hotspur have both been linked with a move for Aarons in recent months, but given the sheer star power of the German champions, there's a good chance they could move to the front of the queue. If they do, though, they'll likely have to put their interest in Sergino Dest to one side.

Tap-ins

- The Guardian is reporting that there's a growing expectation Chelsea star Willian could wind up signing for Arsenal on a free transfer. It was previously reported that Frank Lampard, who wants to keep him according to ESPN sources, has made a last-ditch attempt to sign him to a new contract, but with the chance of a new deal looking slim, the odds of the Brazilian heading across London to the Emirates are looking good.

- Bundesliga side Bayer Leverkusen are not going to challenge Chelsea in the race to try and sign Ajax goalkeeper Andre Onana, Kicker reports. In the wake of a poor campaign from Kepa Arrizabalaga, the Blues are on the lookout for a new No. 1 heading into the 2020-21 season -- with the belief being that Leverkusen had also put forward a bid. The report in question, however, indicates that Leverkusen sporting director Simon Rolfes has rejected the idea, stating that the club is putting their faith in Lukas Hredecky.

- The Daily Mail is reporting that Celtic are close to completing the signing of West Ham United forward Albian Ajeti. The 23-year-old has failed to make an impact during his stay at London Stadium, with manager David Moyes open to letting him leave on a loan deal with an obligation to buy in order to free up space for other signings.
