With Spurs looking set to advance, Norwich equalised through a Josip Drmic putback after Michel Vorm spilled a Kenny McLean shot right in the Norwich striker's path.
The score was still tied after 120 minutes of regulation and extra time and the match went to a penalty shootout.
Norwich keeper Tim Krul was the hero in the shootout, saving two spot kicks including the final two from Troy Parrott and Gedson Fernandes to help send his team through.
"That's what it's all about, that's why we do all the hard work," said Krul. "As a little boy you want to save penalties to get your team through to the next round."
Next up for the Canaries, who are into the last eight for the first time since 1992, is a quarterfinal meeting with the winner of Thursday's Manchester United-Derby County match.
The result also means that Jose Mourinho has now lost on each of the seven occasions his sides have taken part in a penalty shootout as a manager in England with Chelsea (five), Manchester United (one) and Tottenham (one).
