2016 offseason grades for all 32 NFL teams

Thirty-one NFL teams earned at least a C-minus mark in our 2016 offseason grades featuring insights from ESPN Insider analysts Bill Polian, Louis Riddick, Mark Dominik and Field Yates. Then there were the Cleveland Browns, who pared back an already shaky roster to an extent that our analysts thought might be the point of no easy return.

Two contenders and two recently rebuilding teams earned "A" grades, but in some cases, our analysts agreed to disagree. Should the Green Bay Packers be more proactive in acquiring veteran talent in free agency? Did the Philadelphia Eagles have a coherent plan at quarterback? Did the Denver Broncos mismanage their quarterback and running back situations? Questions such as these have no absolute answers. The value is in the discussion.

Oakland Raiders

Analysis: The veteran additions far outweigh the veteran subtractions for the Raiders, building upon a trend that gained momentum last offseason. General manager Reggie McKenzie looks like he knew what he was doing all along.

"They have cleaned out the malcontents and underperformers, cleared cap space and slowly but surely added good players," Polian said. "Kudos to ownership for staying the course."

Trading up for quarterback Connor Cook in the fourth round seemed a little surprising with Derek Carr firmly established as the long-term starter, but Riddick thought Carr would benefit from another talented, young player pushing him. Dominik also endorsed the move. Yates thought the Raiders should have done more to address their running back situation, but he gave them an 'A' grade while stopping short of saying Oakland had arrived as a true threat to win the AFC West.

"They want to be the toughest team in the room, and it permeates from the coach on down," Yates said.

Riddick was particularly high on first-round pick Karl Joseph, while Polian had some reservations about the former West Virginia safety producing as a rookie. Riddick thought Joseph had shown strong command of the game before the snap, evidenced by his footwork, eye placement, play-entry angles, how he breaks on the ball and how he strikes ball carriers.

"There is nothing Joseph can't do," Riddick said.

Dominik and Riddick both singled out third-round defensive lineman Shilique Calhoun as an intriguing prospect to watch.

"I just like everything they are doing," Riddick said. "They are setting themselves up to make a serious push in the AFC West. No one wants to give Oakland credit because they will say the culture is not conducive to sustainable success, but that team is about to become a bully again."

Jacksonville Jaguars

Grade: A-minus

Analysis: The Jaguars scored a B-plus grade last offseason, when they funneled resources toward upgrading their offense. They're receiving an 'A' grade this time after loading up on defense, although some of the enthusiasm could wane if Jalen Ramsey's injury is serious.

"They had the strongest offseason of any team in the NFL," Dominik said. "Besides getting Chris Ivory on offense, which was important, they left that side of the ball alone and said, 'We are just going to develop these players,' which they should. Defensively, it is about as big of a change as you can see in the NFL. It is just about whether it can all come together."

The Jaguars will welcome back Dante Fowler Jr. and Sen'Derrick Marks from injuries. They added Ramsey, Malik Jackson, Myles Jack and Tashaun Gipson to the defense. Free-agent addition Prince Amukamura, a starter for the New York Giants since 2012, should be a backup, which Dominik saw as a sign of progress for the overall talent and depth on defense.

"They have done everything they could possibly do," Riddick said. "They addressed the defense at all three levels. They signed Kelvin Beachum to push Luke Joeckel on the offensive line. Everyone is on notice that it is time to pick it up. It is up to the coaching staff and the players there to take it up another notch. There are not a whole lot more excuses. The AFC South is wide open. They kept pace with Houston as far as offseason upgrades went."

Yates thought no team in the league improved its roster as much as the Jaguars. And while he noted that free-agent spending typically does not correlate with on-field success, he liked the way Jacksonville blended in new contracts. Jackson was a high-priced addition. Ivory was a mid-priced signing, while Amukamara signed what amounts to a one-year flier. He thought the changes should be enough to get Jacksonville into the .500 range.

"It is a huge makeover, all of which appears positive," Polian said. "They have depth on the defensive line for the first time. Their fourth-round pick, Sheldon Day, could do something. When I look at them this season, I think they need Julius Thomas to step up on offense and they need Dante Fowler to be what they hope they drafted last year."

New England Patriots

Grade: A-minus

Analysis: Polian thought the Patriots' work in free agency was superb -- the best of any team in the league, to the extent we can evaluate such things. New England also welcomed back esteemed offensive line coach Dante Scarnecchia. On the down side, the Deflategate fallout forced them to operate without a first-round draft choice while potentially losing Tom Brady for four games.

"Terrific, terrific offseason," Polian said. "Chris Hogan was just a great addition, stealing from Buffalo to help themselves. Dante will get the offensive line straightened out. The addition of Terrance Knighton was a master stroke as soon as the rule passed outlawing chop blocks. As usual, they were all over it before most others were. What worries you is, some of these high picks like Chandler Jones and Dominique Easley are gone, and usually you can't miss on high picks as frequently as they have and sustain it forever in free agency. They have done a great job of it."

Yates gave the Patriots high marks, although he was a little surprised the Patriots had not yet reached contract extensions with some of the core players scheduled to become free agents next offseason (CB Malcolm Butler, LB Dont'a Hightower and LB Jamie Collins). Yates thinks some of those deals could get done as the season draws nearer. Dominik loved pairing Martellus Bennett with Rob Gronkowski, but Dominik struggled with the Patriots' offseason, partly because he thought it was tough watching a pass-rusher as talented as Jones leave the roster while in his prime.

"Factor in Brady missing the first four games and it's a tougher grade for me," Dominik said. "They had their reasons for getting rid of Chandler Jones, but that is a lot of pass rush that just walked out the door. They did not do anything to improve a great deal. They are banking on LeGarrette Blount being the pounder. You like Bennett paired with Gronk, but they are banking on receivers and tight ends staying healthy and hoping they can create more pass rush with guys who I don't see doing that."

Riddick thought Bennett and Gronkowski would quickly become a dominant tandem. He predicted 60 receptions for Hogan and thought Jonathan Cooper could become a "steal" with Scarnecchia coaching him. Riddick also thought there was a decent chance Shea McClellin would blossom in New England after a disappointing start to his career in Chicago. Riddick was OK with the Patriots' draft, too.

"Cyrus Jones is one of the most technically sound corners in this draft, even though he did not get a lot of hype," Riddick said. "Jacoby Brissett is a project, but he has tools and Josh McDaniels is one of the best. There are concerns with Chandler Jones and whether you can trust him with a big contract, so I understand that move. They will be just fine without him."

Arizona Cardinals

Grade: A-minus

Analysis: The Cardinals set out to improve their pass rush and couldn't have done much better than landing Chandler Jones from New England in the trade that sent Jonathan Cooper and a second-round choice to the Patriots. That move went over well with all of our analysts. Arizona did not appear to lose ground elsewhere on its roster. As Yates pointed out, the Cardinals retained all the players who made a pass, rushing attempt or reception toward their league-leading offensive yardage total.

"You feel they are better defensively, and that is where they had to get better," Dominik said.

Riddick loved the Cardinals' decision to use a fourth-round choice for Missouri center Evan Boehm as a likely replacement for longtime starter Lyle Sendlein.

"This was a sneaky good draft pick," Riddick said. "When you pick up guys like this in the middle rounds -- I call them foundation picks -- it shows Steve Keim and Bruce Arians are on the same page. I just like a lot of what they did to address the issues they had. Their first-round pick, Nkemdiche, can be a big plus as far as inside pass rush to help out Calais Campbell and get Chandler Jones going on the outside."

Polian downplayed first-year expectations for Nkemdiche and most rookies throughout the league, but as he put it, the Cardinals didn't need to do much this offseason.

"They added Jones, who probably adds a great deal to their defense if he can keep his nose clean," Polian said.

Houston Texans

Grade: B-plus

Analysis: No team committed more to upgrading its offense than the Texans this offseason. Houston spent big money at quarterback and running back before using its first four draft choices on offensive players. The Texans also spent free-agent dollars to upgrade their offensive line. Question is, will they regret betting $37 million in guaranteed money on a quarterback whose 2016 stat line was nearly identical to the one Josh McCown produced during a lost season in Cleveland?

"If you are going with a young, relatively untested quarterback, Brock Osweiler is about as good as there is," Polian said. "He has been tested and tested in big games and played relatively well. I am interested in seeing how Bill O'Brien fits Lamar Miller into this offense. That is really going to be interesting. Miller is a slasher, but he tends to be a little bit of a dancer, too. He is not the bang-it-up-in-there kind of guy. I think Tyler Ervin could surprise."

Riddick gave the Texans an A-plus grade while acknowledging there were no guarantees with Osweiler.

"I love their offseason and think they are a sleeper Super Bowl contender," Riddick said. "Can Bill O'Brien get Osweiler on the same page with the wide receivers in an offense that really relies on a lot of on-the-move communication? It is a lot to expect a group like this to get on the same page as quickly as they need to, but it is all there for them. They have given themselves a shot."

Yates thought the Texans were wise to move aggressively in a division that could see all four teams improve from last season. Dominik tempered his expectations based on Osweiler.

"They said they were going to fix one side of the ball, and they did that," Dominik said. "It will live and die by Brock, and I am not there all the way, so I struggle more with it. As much as I like Lamar Miller and those moves, it was a big decision for the organization to make on Osweiler. Will he take them to 11 wins or put them at six? I'm not sure they can answer that right now."

Tennessee Titans

Grade: B-plus

Analysis: Dominik and Riddick disagreed over whether the Titans made the right move in adding DeMarco Murray, but whatever the case, the team's plan was clear.

"They have an identity on offense," Yates said. "They want to be tough, physical and wear you down. Can they pull it off? I'm not sure, but you could see their mentality changing last season, when Mike Mularkey took over as head coach. Then they got two starters for the offensive line, at least. They got DeMarco Murray and Derrick Henry. I'd love to see them add Anquan Boldin in free agency for more toughness and to teach these guys how to be pros. That would be the icing on the cake."

Dominik loved Murray's addition, casting the former Philadelphia and Dallas running back as a player who takes pride in his craft and has something to prove after seeing his opportunities slashed by the Eagles last season. Riddick expressed no confidence in Murray reviving his career in a meaningful way. Riddick thought Henry would siphon off snaps from the veteran runner.

"DeMarco Murray was a great pickup to play the way they want to play," Polian said. "Henry was an even better pickup to play the way they want to play. Do they have enough in the passing game receiver-wise to come from behind in two-minute situations? I do think another year in that system with a clear-cut authority will make them better, but it is Kendall Wright and a cast of thousands at receiver. Somebody needs to emerge as a second receiver, and I do not know who it will be."

Why select Jack Conklin so early in the draft when Taylor Lewan was already on the roster? The Titans could always make Conklin their left tackle if the team decided against re-signing Lewan in the future. And if Conklin does not pan out at tackle, Tennessee could use him as an upgraded replacement for G Chance Warmack.

"The Titans drafted fairly well -- they want to keep Marcus Mariota healthy -- and they are stocked with two ones and two threes next year," Dominik said. "Free agency-wise, it felt like a team that was safe. They made moves that were financially strong, without long-term ramifications. Jon Robinson was the best of the first-year GMs, I thought. Next year, he can go have some fun, maybe draft a wide receiver and fix the defense."

New York Giants

Grade: B-plus

Analysis: Spending big in free agency isn't the way to go as a matter of philosophy, but there might have been a method to the Giants' spending madness.

"I love what the Giants did in free agency," Dominik said. "I love it when teams find unique situations and take advantage. That is what the Giants did. Janoris Jenkins was a tough decision for the Rams. Olivier Vernon was a tough decision for the Dolphins. The Giants capitalized on those situations. Damon Harrison helps in the middle. In the draft, Eli Apple will play a lot as a rookie, and Sterling Shepard will work his way up the depth chart in a blink and be on the field producing because of his strong hands and route-running ability."

Dominik admitted that the Giants still have issues on the right side of their line, and they failed to make a big upgrade to their ground game. But it's not realistic to fix everything at once.

"They told [general manager] Jerry Reese to improve the team, and they did what they could do," Riddick said. "Did they overpay? Yes, they did. But they needed to make those moves. And if you look deeper, their fourth-round pick, B.J. Goodson, can be one of the least-talked-about, most-impactful rookies in the draft. He's built like an Adonis and can play the Mike, Sam or Will spots. If Ben McAdoo is as good as they think he is, and if Steve Spagnuolo is as good as everyone thinks, this is a team that can turn it around quick. They get an 'A' grade from me."

Polian said he liked the Giants' changes overall. He wondered who would become the second pass-rusher behind Vernon, and specifically who would become the interior rusher. And he wondered whether the Giants had the necessary running backs to field a championship-caliber offense. The bottom line, as Yates pointed out, was that the Giants probably added six or seven immediate starters through free agency and the draft, with an asterisk representing the risks associated with spending lavishly for players deemed expendable by their previous employers.

Washington Redskins

Grade: B-plus

Analysis: Suddenly paying huge money for Josh Norman after another disciplined free-agent signing period looked like a case of owner Daniel Snyder wrestling the wheel from GM Scot McCloughan. It also could have been a simple case of opportunism.

"This was bucking the trend of draft and develop, but what happened with Norman was practically unprecedented," Yates said. "As McCloughan said, Norman was the first player to go from All-Pro to free agency. Cornerback was probably Washington's biggest need, and I thought this signing was really smart. Norman is a bit of a hot-button guy. Is he an elite corner? I'm not sure there is a consensus, but he was an available cornerback who was way better than anyone else available."

The Redskins were otherwise methodical, striking a long-term extension with tight end Jordan Reed while making sure quarterback Kirk Cousins stayed put. Using the franchise tag for Cousins arguably made more sense than rushing into a long-term deal with him after just one productive season.

"I would rather have to pay more and be right than get a little discount and be wrong," Dominik said. "I appreciate how Cousins has handled it, too. All in all, this team is being built strongly. Here is a GM in Scot McCloughan and a head coach in Jay Gruden who get along well. It feels like they made moves together. That breeds success. I love the selection of Josh Doctson, my second-favorite receiver in the draft [behind Laquon Treadwell]. They have four receivers who can produce."

Riddick called Doctson the best receiver in the draft. Polian called second-round choice Su'a Cravens a perfect fit for defensive coordinator Joe Barry's system.

"Strangely, receivers from spread systems come in and play well right away," Polian said of Doctson. "This kid was the best of the group in terms of size, speed, hands and route running. You have a pretty good group there. The offensive line has gotten better, and as long as they are able to run the ball solidly, then they will be a factor. But the reason they were a factor was they got so much better on defense, and they will be better with a second year under Barry."

Chicago Bears

Grade: B

Analysis: The Bears overhauled their defensive front seven after ranking last in points allowed over the past three seasons. Polian singled out three key variables affecting Chicago's prospects for the coming season. Can 2015 first-round choice Kevin White become a force at wide receiver after recovering from injury? Does the team have the right running back(s)? Will Leonard Floyd, chosen ninth overall in the 2016 draft, become the outside pass-rusher Chicago needs?

"If those three guys contribute, then this is a pretty good team," Polian said.

Our analysts thought Cody Whitehair's selection in the second round would solidify the offensive line's interior with Kyle Long moving back to guard from tackle. Polian, though skeptical of most rookies, expected Whitehair and third-round defensive end Jonathan Bullard to become quick contributors. Riddick expected fifth-round choice Jordan Howard to round out the Bears' stable of running backs, giving the team a needed presence between the tackles. Yates saw no obvious missteps. He thought every player the Bears added in free agency seemed to fit from salary and scheme standpoints, making Ryan Pace an intriguing, young GM to keep an eye on.

"Floyd will take work as a young pass-rusher who has to add weight," Dominik said. "They improved their inside linebacker play with Danny Trevathan and Jerrell Freeman. I liked the Brian Hoyer addition for security at quarterback. I wonder how much they will miss Matt Forte. Overall, the draft was solid and they were aggressive in free agency, but I look at this team in general and worry where the speed is coming from. Akiem Hicks, Eddie Goldman, Jerrell Freeman, Danny Trevathan -- there is not a fast rusher in the group. It's too much to ask from Floyd to be the one speed guy."

Cincinnati Bengals

Analysis: The first round of the draft could have fallen better for the Bengals if the three teams picking immediately ahead of them had not selected wide receivers. That was more a matter of circumstance than grounds for criticism. Cincinnati also lost offensive coordinator Hue Jackson this offseason, but by promoting longtime quarterbacks coach Ken Zampese into the role, the Bengals again appeared to have in place a succession plan that made sense and would not disrupt the good thing Cincy has going.

"How can you beat up the Bengals?" Dominik asked. "This is a good team with great depth. They understand the importance of depth at corner, so they took one in the first round. They got a tough nose tackle to push the pocket. This team is loaded. They get Andy Dalton back. The losses of [players like] Leon Hall have been mitigated by backfilling through the draft, which is how the good teams do it."

The Bengals could conceivably remain in the market for a veteran receiver if the right one hits the market later this offseason.

"They still have A.J. Green, and somebody else will emerge," Polian said. "People always do at that position."

Yates thought tight end Tyler Eifert could absorb perhaps 30 of the targets that would have gone to Marvin Jones and Mohamed Sanu had those wide receivers not left in free agency. Second-round choice Tyler Boyd and free-agent addition Brandon LaFell could also fill some of the void, but Yates thought funneling additional passes toward Eifert would be the smartest way to go.

"Boyd will be a really good receiver for them and make up what they lost from Sanu, in my opinion," Dominik said. "He will quickly move up the depth chart and take over the starting spot."

Riddick called Boyd one of the "least talked about, most productive and versatile players in the draft" and someone who would fit right into the offense.

"You give Cincy credit from a team-building perspective," Riddick said. "They drafted my favorite corner in the draft, William Jackson. His ball production is off the charts. They drafted replacements for Sanu. They have replacements for Andre Smith. All they need to do is win a playoff game to get everyone off their backs. You just cannot argue with anything they do personnel-wise."

Detroit Lions

Analysis: Sometimes it's tough when the head coach and general manager are on different timetables. That is the setup in Detroit after the Lions hired GM Bob Quinn from New England this offseason while deciding to stick with coach Jim Caldwell. Polian, who hired Caldwell in Indianapolis, thought the early signs in Detroit were positive.

"I give Quinn high grades for what he did in his first time out of the box," Polian said. "It looked like coach and GM were on the same page throughout the whole process. They got Marvin Jones to go with Golden Tate. That was a heckuva good start. If Riley Reiff goes to right tackle and Taylor Decker goes to left tackle, that answers a long-term question on both sides. They have depth on the line that they have lacked. On defense, the Wallace Gilberry pickup was terrific, Jon Bostic fits perfectly and A'Shawn Robinson will contribute."

Dominik called the Lions conservative in their approach to the offseason, suggesting Quinn might want to get a feel for the team before acting more aggressively. Dominik appreciated the moves Detroit made to improve its offensive line, but beyond that, he didn't see difference-makers added to the roster. Riddick thought the Lions were more workman-like than conservative. He thought taking safety Miles Killebrew in the fourth round was a classic New England-style selection that would pay off on special teams and make the Lions stronger up the middle of the field.

The Lions could still use a physical running back. Perhaps Stevan Ridley can fill that void.

"Detroit is better than they were down the stretch last season, and they were pretty good late in the year," Yates said.

Green Bay Packers

Analysis: The Packers have received high marks over the years for re-signing key players and hitting home runs with the few high-priced free agents they signed. Should they do more to maximize the Aaron Rodgers championship window? The question lingered last season, when the Packers' offense struggled without injured receiver Jordy Nelson.

"Always picking late is part of the issue," Dominik said, "but speed and talent, I did not feel it in terms of what they added. They still have Rodgers, so they are still going to be in the playoffs. Did they take a step to get all the way? It doesn't feel like it."

The Packers, mindful that Nelson's return would trump any other addition they could make, waited until the fifth round before selecting an offensive skill-position player. They did add speed on the cheap by signing former Rams tight end Jared Cook.

"Is not being big players in free agency the reason the Packers have not won a Super Bowl for a few years?" Riddick asked. "Is that why the onside kick in Seattle gets messed up? That is not the reason why. If you want to rail on Ted Thompson for not being part of free agency, you can do that. But that has not cost them. The free agents they went after, they hit on. Julius Peppers and Charles Woodson were high-profile guys, and they hit home runs on them."

First-round pick Kenny Clark isn't going to help the Packers separate from opposing defensive backs, but he's the type of athletic, 3-4 nose tackle Polian thought Green Bay defensive coordinator Dom Capers could maximize. Capers was in Indianapolis under then-coach Jim Mora when Polian was the Colts' GM.

"Capers knows how to use an athletic nose tackle," Polian said. "Dom and Wade Phillips are very similar; whatever you give them, they find ways to fit it in. Clark is a terrific addition."

One surprise to Yates: The Packers decided against investing in a running back as Eddie Lacy enters the final year of his contract.

"At some point, you have to be mindful about not bending your philosophy, but you cannot just assume having No. 12 is simply enough," Yates said. "Last year, Rodgers needed help. Jared Cook adds some athleticism, but I was surprised they did not make a bigger running back investment."

Minnesota Vikings

Analysis: Nothing the Vikings did this offseason changed opinions of them as an ascending team carrying out a fundamentally sound plan.

Dominik applauded the Vikings' decision to select Laquon Treadwell in the first round, calling it one of his favorite selections for any team. He said it would allow the Vikings to find out "whether quarterback Teddy Bridgewater can throw 25-30 touchdown passes in a season, or is he not that guy?" Polian said he had zero concerns over Bridgewater, noting that the Vikings' young quarterback led his offense down the field with the season on the line in brutal weather conditions against Seattle in the playoffs. But there was still a sense among others that Minnesota had reached the point in its roster building where Bridgewater would either hold back the Vikings or take them further.

"I thought they needed more speed at receiver, but I get why they took Treadwell," Riddick said. "There are legitimate concerns with Mackensie Alexander, so Mike Zimmer has to work his magic to see if this kid can become more physical and have more production on the football. I like the toughness Alex Boone brings to the offensive line. I love the defense, which has playmakers at all three levels. Overall, this is a team that -- if Teddy can take the next step -- is a legit NFC contender."

The Vikings have gone from 5-11 to 7-9 to 11-5 over the past three seasons, joining the Falcons as the only teams to increase their regular-season win totals every year over that span.

"We talk about trajectory and where a team is on the arc, and to me, Minnesota is clearly on the upswing," Yates said. "They have an offensive line that is going to be really good. They have a great running back. It was a no-brainer to take the receiver in the first round. They added more speed at linebacker with Emmanuel Lamur. The secondary has a lot of bodies, so Trae Waynes has competition for playing time. Minnesota should repeat its success from last year."

Tampa Bay Buccaneers

Analysis: Polian wasn't sure why the Buccaneers fired Lovie Smith after only two seasons. Riddick questioned first-round pick Vernon Hargreaves' coverage ability.

Yates focused more on what the Buccaneers did to maintain and improve their ground game for Jameis Winston's benefit. Those moves included re-signing running back Doug Martin and adding former Seattle guard J.R. Sweezy in free agency. Winston's job also could become easier if Tampa Bay's focus on upgrading the defense pays off. Hargreaves, second-round pick Noah Spence and 30-year-old former Giants defensive end Robert Ayers were the key adds on that side of the ball.

"Spence was the best natural pass-rusher in the draft," Riddick said. "He can make this draft go through the roof for them. I'm not sure drafting a kicker in the second round is something I would have done, but he scores points, so I get it. The tackle from UCLA [Caleb Benenoch] is an interesting developmental prospect."

Winston's apparently positive trajectory this offseason would also factor into the equation. He has, by all accounts, put in the work to make himself better.

"People had concerns about him coming out of college, and he has done everything the right way, and for that you have to applaud," Dominik said.

Spence lacks the length teams covet in pass-rushers. His drug-related banishment from the Big Ten and subsequent transfer to Eastern Kentucky explain why he was available in the second round.

"I'm not sure about Spence because his numbers do not add up," Polian said. "I need to see him do it, but he can bend. I certainly would not criticize the choice. I just need to see it because I have question marks on him. Hargreaves was the best corner that came out in the draft, and I would think he can step in and play right away. On balance, they finally added to the defense that they needed to, so the process continues. Are they there yet? Not yet."

Philadelphia Eagles

Analysis: The quarterback situation in Philadelphia has looked like a disjointed mess at times. Why would the Eagles pay big money for Sam Bradford and then pay moderate money for Chase Daniel before going all-in for Carson Wentz with the second pick in the draft?

"What is the perfect-case scenario for them?" Yates asked. "If Bradford plays really well, do you trade him? That makes no sense. If he stinks, you not only cannot trade him, but you paid him $22 million in guaranteed money. The QB plan was very difficult for me to understand."

It wasn't so much a plan as it was a series of events.

"They had no choice at the time but to sign Bradford, and they paid a premium," Polian said. "Then they were able to acquire Daniel as the backup, which was fine. They had solidified the position. Miami hands them a premium pick for guys they didn't want anyway, and now they are able to parlay that into a trade up in three separate transactions to get what they believe is the quarterback of the future. What's wrong with that?"

Dominik and Riddick understood the Eagles seeing a quarterback they loved in the draft and doing what they needed to do in order to get him. Both liked the trade with Miami and supported the decisions Philly made to extend contracts with core players. Dominik and Polian questioned the quality of depth at running back. Riddick thought the Eagles selected too many players with character concerns later in the draft, but if Wentz pans out, few are likely to remember.

"They got rid of guys they didn't want and got back a valuable chip for which it allowed them to go up and get Wentz, the quarterback of the future," Polian said. "Defensively, the people they have by design and the people they added by design fit what Jim Schwartz does very well, so they should be improved there. And if they are, they have a chance."

Seattle Seahawks

Analysis: The Seahawks have earned the benefit of the doubt, but their handling of the offensive line remains questionable. That was the No. 1 area for turnover this offseason, and there was no consensus Seattle made itself appreciably better at the position.

"You always trust the process with Seattle, but will all the offensive line moving and shaking eventually catch up to this team?" Yates asked. "They have turned over all five starters since they beat the Broncos in the Super Bowl. They are moving Justin Britt to his third position when it felt like Patrick Lewis played well enough at center late last season. That being said, this team is not going away anytime soon."

Dominik liked first-round pick Germain Ifedi as a guard more than as a tackle. He thought third-rounder Nick Vannett could become a solid tight end. Riddick loved the Seahawks' selection of Notre Dame running back C.J. Prosise, also in the third round.

"That kid [Prosise] has nothing but huge, huge upside as a runner and a receiver," Riddick said. "He has great feet, speed, size and catches it out of the backfield. I love the idea of him and Thomas Rawls together. They have built themselves a nice little squad at running back, which they needed to do with Marshawn Lynch not being there."

The Seahawks were so productive offensively without Lynch last season that his departure from the roster has become a secondary storyline. The question is whether the offensive line will hold back Seattle from beating the best teams in the playoffs.

"To me, the big issue here is, do they continue to grow in the passing game?" Polian said. "They did last year. If they can continue that, they will be fine. Defensively, they are always good. They lost depth. They have to build it back up. Jarran Reed is a terrific addition. He will play and play well, I think, simply because he is advanced from playing in that Alabama system and is a marvelous talent. I don't know what Brandon Browner gives them, but they know what Browner gives them, and that is more important."

Pittsburgh Steelers

Analysis: Getting key players back from injury could be the most significant development for the Steelers this offseason. In this year's draft, the Steelers used their first two draft choices to address a secondary that has been their weakness of late. They used five of seven choices for defense after spending for talented but as-yet-underproductive tight end Ladarius Green in free agency.

"As always, they keep doing things right and keep moving in the right direction," Polian said. "The question is, does Sammie Coates emerge as a guy who can really be counted upon to make a difference at wide receiver? Does Ladarius Green give them what Heath Miller did? To me, those are the two major questions. Defensively, they continued to just stay with the system, and their young guys do develop and play well, including Ryan Shazier. They addressed the secondary. Last year, despite their problems in the secondary, they were the team to beat in the AFC. The loss of Le'Veon Bell ruined that."

Using first-, second- and third-round picks for defense made clear the Steelers' plans.

"I get why they drafted the three players they did at the top of the draft," Riddick said. "I'm not as high on those players in particular, but I like their plan. And then Ladarius Green gives them a different component on offense for a team that throws the ball a lot. I get it."

The offense must overcome Martavis Bryant's suspension, Miller's retirement and whatever long-term ramifications exist for Bell, whose knee injury was more complicated than most.

"There was no flash to this Steelers offseason, but no flash was needed," Yates said.

New York Jets

Grade: B-minus

Analysis: Quarterbacks get special treatment, enabling someone with Sam Bradford's scant pro credentials to complain when his team invests heavily in a young prospect at the position. So it's refreshing to see the Jets hold their ground in contract negotiations with Ryan Fitzpatrick, who remains unsigned and appears to have few options. There's also a legitimate line of thinking that says the Jets shouldn't mess around at the most important position after Fitzpatrick finished the 2015 season with 31 touchdown passes. Where you fall on that continuum probably informs how you feel about the Jets' handling of this offseason.

"As good as they were last year in making moves, they spent their free-agency money and this year they paid the piper for it," Dominik said. "Here is a team playing poker with someone in Fitzpatrick, who I think it is not worth taking a chance with. Now, they are possibly going into the season with Christian Hackenberg or Geno Smith at quarterback. That locker room can implode if the quarterback situation is not right."

Riddick said he thought the Fitzpatrick situation would resolve itself before it came to that. He understood why the Jets decided against paying Chris Ivory. He loved the Steve McLendon signing to replace Damon Harrison, and he warmed to Darron Lee's selection in the first round once he understood Jets coach Todd Bowles saw Lee as a Daryl Washington type. For the long term, Riddick also thought the Jets were a good fit for Hackenberg.

"I am a Hackenberg fan, and this is the perfect kind of place for him," Riddick said. "Unlike some of the other quarterbacks who were drafted, Christian is stepping into a good situation with Eric Decker, Brandon Marshall and Matt Forte. He has weapons. That is how young quarterbacks like Christian wind up becoming stars. This is just a solid offseason for the Jets. People want to knock them for how they are handling Fitzpatrick, and I get it. It's an easy 'A' if they resolve that and an A-minus until then."

Yates credited the Jets for being resourceful in landing Ryan Clady after D'Brickashaw Ferguson retired, while Polian noted that the team's approach with Fitzpatrick was surely affected by the price associated with the franchise tag for Muhammad Wilkerson.

"They have done very well, they have drafted well and they are on the right track," Polian said. "The question is, who is the quarterback? It may be Hackenberg in the long run, but that is not the question."

San Diego Chargers

Grade: B-minus

Analysis: The Chargers are trying to gain ground within a division featuring the defending Super Bowl champion Broncos, the consistently strong Chiefs and the rising Raiders. Has San Diego done enough this offseason to close the gap significantly? There was not a resounding feeling they had.

"It was smart not overthinking the draft and just picking Joey Bosa instead," Yates said, "but the Eric Weddle divorce was handled messily, which was hard to understand. I understand why they had to cut Donald Butler, but just a few years ago, they made a significant investment in him. So they parted ways with players who not long ago would have been envisioned as building blocks. I also thought the Chargers would be more aggressive in addressing their offensive line."

Riddick called third-round center Max Tuerk the most athletic lineman in the draft when healthy. He and Polian thought Tuerk's addition would help the offensive line significantly. Polian also liked tight end Hunter Henry's addition in the second round, noting that tight ends tend to find their way onto the field earlier than players at other positions. Riddick thought free-agent offensive lineman Matt Slauson would add toughness to the line, and he thought pairing newcomer Travis Benjamin with a healthy Keenan Allen would give the offense a needed boost. Adding Bosa and Brandon Mebane to the defensive front also made sense to Riddick.

"Tom Telesco is trying to do some things here, and I like his plan," Riddick said.

Dominik also liked Benjamin's signing, but he thought the Chargers still lacked sufficient speed on their roster overall. And Melvin Gordon's microfracture surgery was concerning from Dominik's standpoint.

"They made some strides, but is it enough to get where Oakland is headed or where Kansas City and Denver are?" Dominik asked. "I'm not seeing that yet."

Atlanta Falcons

Analysis: The Falcons made big strides toward improving their offense in general and Matt Ryan's prospects in particular. Mack's addition at center could finally stabilize the line while taking some of the pre-snap burden off the quarterback. Adding veteran Jacob Tamme and third-round choice Austin Hooper should restore the tight end position, helping in the red zone. Polian thought Hooper's background in a pro-style offense would help him contribute earlier than most rookies normally do. He also thought Mohamed Sanu would be an important addition.

"They needed a center in the worst way and added the best one out there for big money, signaling they think he is a plug-and-play Pro Bowler for five years," Yates said. "The impact extends beyond any number we could draw up. Sanu got big money for a guy without great production. The third priority was adding an impact safety in Keanu Neal. I like the fit."

Riddick thought Derrick Shelby's signing was an underrated one for the defensive line, but big questions remain over whether the Falcons have done enough to improve their pass rush.

"I love the addition of Mack to be the captain of the offensive line and bring stability to that position," Dominik said. "That being said, there was emphasis on some of the defense as well. They will bank on Vic Beasley taking a massive step to become the speed rusher they need so badly. They tried to improve the speed in the secondary. Neal in the first round will bring the hybrid mentality that Arizona and Los Angeles have shown. You wish they had one more weapon on offense, but they did what they could."

Los Angeles Rams

Analysis: The Rams' trade up to select Jared Goff drew high marks overall. Their belief that they have the roster to support a young quarterback was a tougher sell, even though their offense quietly ranked third in the NFL last season with a 3.6 percent sack rate.

"The narrative is that they have this amazing defense and run game to take the pressure off Goff," Yates said. "The run game, you'll get no argument. But the defense is not a young and amazing defense. It was good, with some incredible individual talents. But they also lost Chris Long, James Laurinaitis, Rodney McLeod and Janoris Jenkins. And we still do not know who Jared Goff is throwing to or even how good he will be."

Dominik liked the trade for Goff. He thought fourth-round choice Tyler Higbee had a shot at developing into an excellent, pass-receiving tight end. The Rams' personnel losses in free agency made it tough for Dominik to give the Rams anything higher than a C-plus grade. Riddick thought a 'D' grade was more appropriate even though he, too, thinks highly of Goff. Riddick feared Goff would get knocked around behind an unproven line while targeting a shaky group of pass-catchers. He also thought the Rams' recurring failures to develop quarterbacks -- they were excited about Nick Foles within the past nine months -- cast doubt on their ability to develop one now.

"Even if Goff steps on the field and plays, what difference does it make?" Polian said. "He is not going to play well. No rookie quarterback does, much less one without a great receiving corps around him. To me, the question is, what does their offensive line ultimately become? Todd Gurley makes the line considerably better than what it is. What do they get from the passing game with a young quarterback and a receiving corps with guys who are not keeping defensive coordinators up at night?

"I still would have made the trade, because you can acquire receivers pretty much anywhere. You can't acquire a franchise quarterback, so if Goff turns out to be that guy, then it was a great move."

Baltimore Ravens

Analysis: There was no panic in Baltimore after the Ravens finished 5-11, tied for the second-worst mark in franchise history. Getting healthy was the fastest way Baltimore could improve the most. But it's also true that the Ravens have finished third in the AFC North in each of the past three seasons.

"This is a team that has consistently been one of the best drafting franchises in the NFL," Yates said. "The early returns on some recent investments have not yet paid off in full (like WR Breshad Perriman). This is an important draft to reestablish the depth of this roster."

For Polian, a key in the short term will be whether first-round pick Ronnie Stanley can provide an immediate upgrade from Eugene Monroe at left tackle. "If he can," Polian said, "they did a lot to make themselves better."

Dominik pointed to second-year receiver Breshad Perriman and the pass rush as the leading variables for the Ravens this season. He liked the signing of Eric Weddle as a playmaker in the secondary, but all in all, he did not think Baltimore added any major difference-makers.

"It ended up being more status quo for them," Dominik said. "Lose Kelechi Osemele, grab Stanley, who follows the Jonathan Ogden path of guard to tackle. Benjamin Watson will calm down that tight end position. I'm sure they feel Mike Wallace can be a deep threat. But in general, can they get to the QB the way they used to, without compromising coverage? That is my big worry for them."

The Ravens did use their second- and third-round picks for players with pass-rush potential. Kamalei Correa and Bronson Kaufusi look like developmental prospects, however.

"While I'm not fired up about either one of them being a game-changing rusher, I like the fact they addressed the position with guys who fit the profile they wanted," Riddick said. "That is classic Ozzie Newsome. In general, I like how they went back to the drawing board as far as what has made them great. Weddle settles them down in the middle of the field. Kenneth Dixon might be the steal of their draft. I would put them in the A-minus range."

Carolina Panthers

Grade: C-plus

Analysis: Super Bowl teams can have a hard time retaining key players. The Panthers lost one of their best when they withdrew the franchise tag from cornerback Josh Norman, letting him sign with Washington. But the Panthers will be adding top receiver Kelvin Benjamin back to the lineup after a knee injury sidelined him for 2015. They added another talented interior defensive lineman in first-round pick Vernon Butler. They also drafted three corners to address Norman's departure.

"The drafting of all the corners was a great thing," Polian said. "Somebody is going to hit and you might get two. I like all three of those prospects. I love Vernon Butler. [I'm not sure] how much he plays as a rookie -- that is a big jump -- but he is a good player. The big questions are, who is the third wide receiver and who wins the job at right tackle? They are in good shape."

Yates recalled last offseason, when the Panthers' moves failed to generate much excitement. Opinions changed as the season progressed and players such as Kurt Coleman flourished. This offseason saw Carolina draft only five players without signing a marquee free agent. Riddick said that could make it tough to give the Panthers an especially high grade, even though it's clear the team knows what it is doing.

"It is hard to go to the Super Bowl and have a good offseason," Dominik said. "You saw Dave Gettleman went back to the trenches again, understanding the importance of the D-line rotation. They spent a lot of time working on the secondary with three picks at the corner position. They have to develop quickly because the secondary is still the weakness of the team, but nothing has changed there. Getting Benjamin back is a win. The offensive line is pretty much the same; they still have the backs and the tight end and Cam Newton. They did what they could do."

Denver Broncos

Grade: C-plus

Analysis: The Broncos could go into the 2016 season with Mark Sanchez as their starting quarterback after watching Brock Osweiler leave in free agency. They paid a price for applying the minimum tender to running back C.J. Anderson as a restricted free agent. Denver did not immediately reach a contract extension with top pass-rusher Von Miller. The Broncos put themselves in position to win the compensatory draft-choice game next offseason, but this was an easy offseason to criticize.

"You trust John Elway and believe in what he is doing, but there is a lot of change there -- a lot of change," Riddick said. "You do not want Sanchez on the field for any extended period of time, but you do not want to rush Paxton Lynch, either. You wonder whether C.J. Anderson will run the ball with the same ferocity now that he is paid, when he was always a guy who ran better with a carrot dangling. Defensively, losing Malik Jackson is huge. I am worried about this team a little bit."

Yates thought the Broncos handled most of their offseason the right way, except for failing to use a second-round tender on Anderson. It's notable, too, that Denver will recoup value from some of its departed free agents in the form of comp picks that can be traded beginning next offseason.

"Whereas I think teams can overreact to their own doings in the offseason, Denver did a really good job taking what was dealt to them and making a solid return on it," Yates said. "I don't mind how they played the quarterback situation. They clearly had a price point for Osweiler. Why extend so far beyond it when nobody would know him better than the Broncos know him?"

Dominik said he'll be watching to see how much Miller ultimately commands on a long-term deal. If Miller gets Ndamukong Suh money, then it will be easier for critics to say the Broncos might as well have paid him that from the beginning, which could have freed up the franchise tag for Osweiler, whether or not Denver wanted to value him at that level.

Turnover isn't always bad. While the Broncos' quarterback situation has naturally commanded the most attention, Denver overhauled an offensive line that was the No. 1 problem for Osweiler and Peyton Manning last season. A big upgrade along the line could stabilize the offense.

"They have gone through a makeover or a semi-makeover, which is what you'd expect from a team that won the Super Bowl," Polian said. "They have improved the offensive line pretty markedly, which they needed to do. The offense suits Sanchez's skills pretty well. The question is, can he avoid the untimely interception? On defense, I like the Adam Gotsis pick. The big thing there is, how well do they play on the defensive line and how much does Jared Crick step up?"

Dallas Cowboys

Analysis: The Cowboys' glaring need for pass-rush help became even more evident this offseason, once Randy Gregory got suspended the first four games and word filtered out that DeMarcus Lawrence is facing a similar penalty.

"I don't know what they could have done given their cap situation," Polian said. "They do have to have better than what they've got right now, and Lawrence is gone for four games to start the season anyway, which is really rough."

There were no complaints when the Cowboys selected running back Ezekiel Elliott fourth overall instead of addressing the pass rush. That was an exciting move that should help the team immediately and for years to come. It could help extend Tony Romo's career by promoting the balance that helped Romo enjoy his finest season in 2014, when DeMarco Murray was at his best and the Cowboys took the ball out of Romo's hands to a greater degree than anticipated.

"I love the drafting of Elliott," Riddick said. "You just cannot deny the fact that the pass rush is still a huge problem and they really didn't address it. So when you have the second-round pick sitting there, you have to knock it out of the park. While I like the Jaylon Smith story, you probably could have helped your pass rush there. Other than Ezekiel Elliott, this is a tough one for me."

Dominik liked Dak Prescott's addition to finally give the Cowboys some young depth at quarterback, but he thought the Cowboys were banking on too many defensive players carrying question marks stemming from durability, production or suspension concerns.

"There is not a ton to knock Dallas on," Yates said. "You just would have felt more comfortable if the Cowboys had addressed their pass rush in the first couple rounds."

Indianapolis Colts

Grade: C

Analysis: The Colts swung for the fences and struck out in free agency last offseason. They took a conservative approach this time. They also emphasized the basics in the draft by using two of their first three choices on offensive linemen. They drafted four offensive linemen overall. Keeping Andrew Luck healthy was obviously the priority.

"The process was right this offseason, but the team itself is not a whole lot better talent-wise," Yates said. "Maybe the biggest move was hiring Joe Philbin as offensive line coach."

Polian thought the Colts lost their best linebacker when Jerrell Freeman signed with the Bears. He compared first-round pick Ryan Kelly to a bigger, heavier Jeff Saturday, while suggesting seventh-round center Austin Blythe has a chance to stick. Riddick called third-round pick Le'Raven Clark a "project of all projects" for the offensive line. He also saw fourth-rounder Antonio Morrison as a two-down player with injury concerns who lacked sufficient athletic ability.

"If they can keep Luck healthy, they will be back in the playoffs," Dominik predicted. "Defensively, this is the same team that has been around, and I don't know if they can stop offenses in the division that have gotten a lot better. From a talent standpoint, it is a speed issue on the defensive side."

Kansas City Chiefs

Grade: C

Analysis: The Chiefs lost their best player, Justin Houston, to a torn ACL this offseason. They re-signed aging defenders Tamba Hali and Derrick Johnson while watching cornerback Sean Smith sign with the division-rival Raiders. Kansas City traded out of the draft's first round after the NFL punished the Chiefs in the Jeremy Maclin tampering case. These were not exciting times for Chiefs fans.

"This team won 11 games in a row last season, but it was not a very strong offseason, and it was damaged by Houston's injury," Dominik said. "The hard thing is to see what went well."

Riddick liked tackle Mitchell Schwartz coming out of college and applauded the Chiefs for signing him in free agency. Riddick joined Dominik in questioning the Chiefs' decision to select Chris Jones, who has shown an inconsistent motor.

"I'm a little skeptical of their offseason in an AFC West where teams have improved, especially Oakland," Riddick said.

Polian thought Jones would be "fine" and probably play right away. He pointed to the Chiefs' health as a leading concern. Will Jamaal Charles be completely healthy? When will Houston return? Will the older players on defense -- Hali and Johnson, primarily -- hold up for a full season? Yates liked the Chiefs' decision to trade out of the first round, but he had questions about the roster.

"They lost some significant pieces in free agency," Yates said. "Sean Smith was a key player. They return just one corner from last year who played more than 16 percent of the defensive snaps, Marcus Peters. That is a question mark. Justin Houston has an ACL issue. Donald Stephenson is super talented and gone. Jeff Allen is gone. It's easy to see how they hope to cover holes but harder to tell how well they actually covered them up."

San Francisco 49ers

Analysis: Hiring Chip Kelly as head coach and drafting DeForest Buckner in the first round were two moves that went over well. Trading up for guard Joshua Garnett seemed odd, although no one will care if Garnett starts and plays well for the next 5-8 years, as Riddick noted.

"They did nothing to improve their offense," Dominik said. "Maybe Kelly is the improvement on that side of the ball, but they have not added players to help them score points for the last two years. Garnett does not look like an ideal fit for Kelly's offense. This is a team with a lot of holes that keeps adding holes."

Yates didn't see players in free agency who would have transformed San Francisco on offense.

"They could be in contention for a top-five pick, but they did not fool themselves by spending big to get to picks 7-11," Yates said.

Riddick liked the 49ers' draft with the exception of the team's decision to trade up for a guard late in the first round.

"Buckner makes tons of sense," Riddick said. "The corner from Mississippi State (Will Redmond) is a very, very, very good player who did not get a lot of attention. He can get after it. I love that pick. I like Jeff Driskel, a guy who could catch the league by surprise if he can maintain his composure when things go awry. Kelly did win in Philadelphia with quarterbacks possessing lesser pedigrees than Colin Kaepernick and Blaine Gabbert, but those Eagles teams featured a longer list of established players. The 49ers have drafted a league-high 33 players over the past three offseasons, nearly as many as the Giants (19) and Panthers (16) combined. Does anyone really know what they have?

"I honestly don't know what they will be," Polian said. "I have no idea. It is just like Cleveland, where you really cannot know what it's going to look like. We need to see the finished product."

New Orleans Saints

Analysis: Over the past two seasons, the Saints have ranked eighth in points scored and 32nd in points allowed, which is why it was a little confounding to see them use a big chunk of their free-agent resources for receiving tight end Coby Fleener.

"They are still not fast enough or talented enough at corner, and there are still question marks concerning the depth of their defensive line and the overall speed of the defense," Dominik said.

Riddick said he could not endorse adding a declining James Laurinaitis and an underachieving Nick Fairley to the Saints defense, although it's interesting that both played under coordinator Gregg Williams in St. Louis. The Saints' current defensive coordinator, Dennis Allen, was the secondary coach in New Orleans under Williams when the team won a championship. Can the 2016 Saints get back to playing defense as effectively as they did when Williams was the coordinator?

"The problem has been the efficiency of the defense and mistakes and mental errors and players not knowing what to do and who to cover and things of that nature," Polian said. "If they can get that cleaned up, then they have a chance to be pretty good. I see enough talent defensively. I like Vonn Bell in the second round. He will step in and play pretty well. Sheldon Rankins was a really good draft choice. Talent is not the big issue. The issue is scheme, structure and mental errors."

Riddick called Rankins the best defensive tackle in the draft, but he did not think the Saints emerged from this offseason with enough playmakers on the defensive side.

"Other than Cameron Jordan, who do they have?" Riddick asked. "You hope Sheldon Rankins will be productive and Stephone Anthony can be a stud, but I don't see where the defense has gotten markedly better."

Buffalo Bills

Analysis: Chris Hogan's departure to New England as a restricted free agent initially appeared to help the Patriots more than it hurt the run-oriented Bills. That was before Buffalo lost top receiver Sammy Watkins to foot surgery, which could sideline him into training camp. Rib, hip, calf and ankle injuries have slowed Watkins during his first two NFL seasons, although he missed only three games.

"The loss of Hogan was big," Polian said. "Who emerges now that Watkins is on the shelf for a while? Is it Marquise Goodwin? Is it Greg Salas? The loss of Hogan was tough and then to lose him to a division rival was even tougher. Other than that, they are in pretty good shape."

The other bad injury news for Buffalo: first-round pick Shaq Lawson recently had shoulder surgery, which Riddick wasn't willing to label bad luck.

"The Lawson pick, I was never very fired up over it because what happened with his shoulder was exactly what people feared would happen," Riddick said. "He was a one-year wonder with injury concerns who is hurt, and it's not a surprise. That sets them behind. I do love the Reggie Ragland pick in the second round. Kolby Listenbee is one of my favorite players in the draft; he could be better than Devin Smith of the Jets."

Yates pointed to the Bills' ability to re-sign key players as one positive, although he thought Buffalo should have been a little more aggressive in pursuing an extension with quarterback Tyrod Taylor. But Taylor, like quite a few Bills, has durability concerns of his own.

"There are so many injury issues with this team," Dominik said. "LeSean McCoy last year. Charles Clay. Sammy Watkins. Shaq Lawson. I like to think on paper they will be a good overall team, but when you see where they are banged up, I shake my head and wonder. Now that Lawson is lost half a year, it is hard for this to be a great offseason. They lost Mario Williams, who was not great but had to be accounted for, and they have not plugged enough holes."

Miami Dolphins

Analysis: Teams would ideally re-sign their productive 25-year-old defensive end (Olivier Vernon) and talented 25-year-old running back (Lamar Miller) instead of letting them walk out the door. The Dolphins will need Mario Williams to enjoy a rebirth as a 4-3 defensive end to make this offseason compute, at least from a free-agency standpoint.

Riddick thought the Dolphins were "fleeced" in the trade that brought Byron Maxwell and Kiko Alonso to Miami, but the team was still able to land Laremy Tunsil in the draft, a selection that has home run potential. The Dolphins' first four draft choices drew high marks.

"I like their draft much more than their free-agent moves," Riddick said, echoing the thoughts of our other analysts. "We will see if it was a wise thing replacing Vernon with Mario Williams, and Andre Branch has never lived up to expectations or else Jacksonville would have kept him. I'm not sure they're any better on the defensive line."

The money Miami spent for Ndamukong Suh last offseason played a role in how much the team felt comfortable investing in the defensive line this offseason. They ultimately decided they could not afford two defensive linemen earning contracts at the top of the market. Riddick did like Adam Gase's hiring as head coach, suggesting Gase has a good understanding of the big picture. But where is this team at in its development? Are the Dolphins closer to the playoffs? Are they rebuilding?

"This is almost like Cleveland, where you do not quite know what they are going to look like," Polian said. "Let's check back in the third week of September."

Cleveland Browns

Analysis: The verdict among our analysts: The Browns subtracted more veteran contributors than they could reasonably expect to replace through the draft, no matter how many selections they will make over the next few years. There were also questions about the specific players the Browns drafted, including USC quarterback Cody Kessler in the third round.

"'Interesting' is the first word that comes to mind," Yates said. "Speaking to people in the NFL after the draft, it was not the process, it was the players they selected. People are waiting to see what kinds of players they added. The real grade is probably incomplete."

Adding Robert Griffin III was the one Browns move that seemed logical to all. The price was reasonable and Griffin has shown he has the talent to produce, despite questions about his durability and even his approach to the job. Polian called Griffin "salvageable" and a good pickup, but he had no idea what the Browns were going to look like in Week 1. He suspected the Browns could not know, either. He also pushed back against the increasingly popular idea that hoarding draft choices cures all in the NFL.

"With the salary cap, if you hit on four draft choices, you typically only re-sign two if you pay a quarterback," Polian said.

Dominik circled back to all the veteran players Cleveland turned loose.

"Everyone has taken shots at this team and it is hard not to, but if RGIII is back on track and running around and doing what he can do, they can win a few more games," Dominik said. "I appreciate the picks they have and the ones they will have, but right now, it is hard not to give them a 'D' because they lost so much. The Griffin signing could really pan out, and that keeps the grade from being lower."

Riddick thought an 'F' grade in free agency and a 'C' grade for the draft might average out to something in the 'D' range.

"Go back with free agency and everyone who left, those are all some pretty damn productive players," Riddick said. "Adding Rahim Moore, Justin Tuggle and Alvin Bailey wasn't enough. Then you go to the draft, we will find out. I don't know how many teams draft five wide receivers in a single draft and have it be productive for them. Corey Coleman, I do like him."
