What moves can NBA teams make during the one-week transaction window?

Under specific rules, NBA teams will be allowed to add free agents and replace players who decide not to go to Orlando.

Who are the best players available? What should we expect from each of the 22 teams headed to Orlando? What about the eight teams that will not play again this season?

Let's break down each team's situation, how the new roster rules might apply and the available free agents teams can sign.

The general outlook

There will be a one-week transaction window -- starting at 12 p.m. ET on June 23 and ending at 11:59 p.m. ET on June 30 -- in which all 30 teams can waive and sign players.

In the final four days of the transaction window, starting on June 27 and continuing through 11:59 p.m. ET on June 30, teams participating in Florida that have open two-way spots (currently the Philadelphia 76ers and Phoenix Suns) would be allowed to sign a new player to a two-way contract. The player must have three or fewer years of service and would not be a restricted free agent in the off-season.

Teams that have open roster spots can sign a player who has played in the NBA or in the G League this season and was not on a non-NBA professional basketball team after September 30, 2019.

Players who did not play in the NBA this season, including shooting guards J.R. Smith and Jamal Crawford, are also eligible to sign with a team. However, players who were based internationally and did not have FIBA clearance to join the NBA at the time the season was postponed -- such as power forward Nikola Mirotic -- will be ruled ineligible.

Teams can sign a player using the minimum salary exception ($183,115) or using one of their prorated exceptions. The player would become an unrestricted free agent after the season even if he has fewer than three years of service. As of 12:01 AM ET on July 1, only players on the team's eligible roster will be allowed to travel to Florida.

The eight teams not participating in Florida are allowed to waive and sign players during the transaction window as well, though they are not allowed to sign players to two-way deals.

Teams will be allowed to bring up to 17 players to Florida, including 14 to 15 players on standard contracts and the additional two-way spots. That means the Nets can designate two-way players Chris Chiozza and Jeremiah Martin using roster spots 14 and 15 to replace the injured Kevin Durant and Kyrie Irving.

The Nets are not allowed to sign replacements for Durant and Irving.

Playoff rosters will consist of 17 players: 13 active and four inactive, sources said.

Teams will be able to sign substitute players from July 1 until Aug. 14 to replace a player who notifies his team that he has elected not to travel to Florida without a valid reason, does not travel because he is considered a high risk (determined by a three-physician panel) or tests positive for the coronavirus.

Teams also can replace a player who tests positive from the last day of the seeding games until the final game of the 2019-20 season. However, the pool of available players is limited to those with zero to three years of service in the NBA. That makes players such as Crawford and DeMarcus Cousins ineligible to be signed unless a team has an open roster spot. And once a team sets its playoff roster, an addition can be made only as a substitute for a player who tests positive.

Any player replaced on a team's eligible roster would be ineligible to participate in the remainder of the 2019-20 season.

Best potential free-agent additions

Point guards

  • Isaiah Thomas: Thomas actually started 37 games for the Wizards, averaging 12.2 points, but was waived by the Clippers after being included in a deadline deal. Thomas hasn't scored efficiently since hip injuries robbed him of the athleticism that made him an All-Star, and he ranked in the NBA's bottom five in defensive rating, according to ESPN's real plus-minus (RPM).

  • Derrick Walton Jr.: A capable caretaker, Walton spent most of the season as the Clippers' emergency point guard before losing his roster spot to Reggie Jackson. Walton doesn't need the ball as a decent 3-point shooter (36.5% career in the G League).

Wings

  • DeVaughn Akoon-Purcell: Arguably the best wing in the G League this season, Akoon-Purcell made 55% of his 2-point attempts and 39% of his 3s while finishing 26% of his team's plays. He made seven appearances for Denver in 2018-19 on a two-way contract.

  • Allen Crabbe: A career 39% 3-point shooter, Crabbe hit just 30% beyond the arc this season with Atlanta and Minnesota before agreeing to a buyout with the Timberwolves. If he has rediscovered his shot, Crabbe might be the best pure shooter available.

  • Jamal Crawford: The last time we saw Crawford on an NBA court, he was scoring 51 points on 18-of-30 shooting in the Phoenix Suns' 2018-19 finale at Dallas. Crawford doesn't fit the 3-and-D role most contenders have for backup wings but would make sense for a team in need of instant points.

  • Gerald Green: A broken left foot suffered in the preseason kept Green off the court, and the Rockets created salary flexibility by dealing him to Denver at the deadline. The Nuggets waived Green, but now that he has had seven months to recover, Green could be ready to return.

  • CJ Miles: Like Green, Miles was waived after an injury -- a wrist surgery, in his case. The Wizards were granted a disabled player exception, suggesting an independent doctor expected Miles to be out through June 15. The shutdown gave him time to rehab, and Miles is a career 36% 3-point shooter.

  • Iman Shumpert: Shumpert averaged 18.5 minutes for the Brooklyn Nets as their replacement for the suspended Wilson Chandler but was unable to hook on elsewhere after Chandler returned. He's a year removed from starting 40 games on the wing for the Kings.

  • JR Smith: Smith has plenty of experience in big games. However, he most recently played in the NBA in November 2018 and the Lakers passed on reuniting Smith with LeBron James in favor of signing Dion Waiters just before play stopped.

Bigs

  • DeMarcus Cousins: Before the Lakers waived him in February, Cousins was aiming to return from a torn ACL for the playoffs. He'll be nearly a year removed from the injury by the time play resumes, so perhaps a team will assess Cousins' progress in his rehab.

  • Donta Hall: Hall led the G League in my wins above replacement player (WARP) metric thanks to hitting 70% of his 2-pointers, grabbing 20% of available rebounds and blocking 5% of opponent 2-point tries. He was on a 10-day contract with Detroit when play stopped, potentially making him available to a team headed to Florida.

  • Joakim Noah: Noah had signed a 10-day deal with the Clippers but had yet to play when the season went on hiatus, meaning they'll have a decision to make about his future during the transaction window. In a feature on The Athletic, Clippers coach Doc Rivers called Noah "a guy that will be able to help us," so it seems likely he'll be part of their Florida roster.

  • Marcus Lee: A classic rim runner, Lee -- once a top prospect at Kentucky before finishing his career at Cal -- outdid Hall by making 73% of his 2-point attempts in the G League and blocking 6% of opponent 2-point attempts. However, the lithe Lee is not as strong on the glass.

Atlanta Hawks

Players under contract: 15

Available roster spots: 0

Two-way players: SG Charlie Brown Jr.

How the roster rules impact the Hawks: Atlanta has 15 players under contract and would need to waive a player to create a roster spot. Despite having an open two-way spot, the Hawks are not allowed to sign a player.

Boston Celtics

Chicago Bulls

Dallas Mavericks

Opting out of playing: C Willie Cauley-Stein

How the roster rules impact the Mavericks: The Mavericks can put Cleveland and Reaves on the playoff roster to replace Brunson and Powell. Despite having three players lost for the season, Dallas is not allowed to sign a replacement unless someone on the roster is waived. The Mavs intend to sign PG Trey Burke to replace Cauley-Stein, who has elected not to play.

Denver Nuggets

How the roster rules impact the Nuggets: The Nuggets can sign another two-way player after converting PJ Dozier's two-way contract.

Detroit Pistons

Houston Rockets

How the roster rules impact the Rockets: Houston waived Isaiah Hartenstein and signed David Nwaba to a two-year contract. Nwaba is injured and will not play in Orlando.

Indiana Pacers
