Highlanders fly-half Marty Banks finished the game with 15 points from his boot.
Ian Prior's second penalty, just before the half-hour mark, had briefly given the hosts hope at 10-6 down but that was as good as it would get for the Force.
The Australian side had no answer to their visitors from New Zealand as they suffered a seventh defeat of the season.
